Last week, the Help – Hilfe zur Selbsthilfe team led by Oleksandr Novykov joined the annual Ukrainian Leadership in Aid conference, which became a key platform for discussing the role of localisation and leadership transfer to Ukrainian CSOs.
On 23 May 2025, in Kyiv, our Help – Hilfe zur Selbsthilfe team, headed by its Contry director Oleksandr Novykov, took part in the third Annual Ukrainian Aid Leadership Conference, organised by the Alliance of Ukrainian Civil Society Organisations.
The event became an important platform for discussing the role of localisation in the context of war, the challenges faced by Ukrainian civil society organisations and strategies for the gradual transfer of leadership from international humanitarian partners to national organisations.

In his speech, Oleksandr Novykov presented the Help Localisation Facility, an innovative funding mechanism designed to support national and local organisations:
💬‘HLF is a bold attempt to put the localisation agenda into practice. We are creating a humanitarian aid funding mechanism in Ukraine with, for and through civil society.
We believe that an effective response should be shaped and led by local organisations,’ he stressed.
