Help – Hilfe zur Selbsthilfe e.V. (Help) is a German humanitarian organisation operating in Ukraine since 2021, implementing 16 projects with over €36 million in funding. In response to ongoing humanitarian challenges, Help has launched the Help Localisation Facility (HLF), an innovative funding instrument supported by the German Federal Foreign Office. The HLF aims to empower local civil society actors by enhancing access to quality funding and capacity-building support. Running from November 2024 to December 2026, the HLF seeks to address systemic challenges in localisation and strengthen local humanitarian response mechanisms.

The Humanitarian Localization Fund (HLF) is governed by a Steering Committee and a Grants Committee, aiming to develop an innovative, participatory funding mechanism with fewer bureaucratic barriers for local civil society organizations.

The consultant will play a key role in coordinating and facilitating these committees.

Main responsibilities include:

  • Organizational and logistical support: Planning, moderating, and documenting meetings, preparing agendas, and drafting minutes.
  • Governance & transparency: Ensuring clear communication, enforcing conflict-of-interest protocols, and supporting effective decision-making.
  • Participatory and inclusive facilitation: Promoting equal power-sharing, consensus-building, and trust among stakeholders.
  • Grant management support: Maintaining a Grants Register and monitoring the Grants Calendar.
  • Strategic documentation: Supporting the development of funding models, grant criteria, and assessment frameworks.

The role is fully remote. The ideal candidate has 10+ years of experience in humanitarian aid/development, multi-stakeholder collaboration, and localization initiatives, with strong skills in facilitation, governance, and participatory decision-making. Fluency in English is required; Ukrainian is an asset.
