Multi-Sectoral Humanitarian Assistance for Vulnerable People in Kharkiv and Donetsk Regions

In Kharkiv and Donetsk regions, multisectoral assistance will be provided to meet the needs of the affected population, with equal access to humanitarian support – including for students receiving education at home.

The ongoing war in Ukraine has severely impacted vulnerable communities in Kharkiv and Donetsk oblasts, causing displacement, destruction of homes, unmet basic needs requiring multi-purpose cash assistance, and increased protection risks, especially for women, children, the elderly and people with disabilities.

The aim of this project is to provide targeted humanitarian assistance to war-affected communities, ensure equal access to basic services and improve living conditions.

The main activities contributing to this goal include:

Housing/ICCG: Light and medium repairs for 150 households in the Kharkiv region. The repair work carried out by Help – Hilfe zur Selbsthilfe will focus on replacing windows and doors, repairing roofs and repairing minor structural damage.

Reconstruction of 6 collective centres in Kharkiv oblast (to be implemented by the implementing partner) to improve living conditions for 1,476 internally displaced persons. Improvements include repair of water supply and sewerage in showers, as well as replacement of ceilings and floors. Affected people will also receive information on psychological support, legal aid and individual protection assistance at these facilities.

Multi-purpose cash assistance: The emergency assistance will be implemented by our organisation in Kharkiv Oblast in line with the recommendations of the Continuous Healthcare Preparedness (CHOP), responding to the urgent needs arising from the recent shelling. In total, more than 1,700 people will receive UAH 10,800 per person to meet their basic needs. Priority will be given to the elderly, people with disabilities and families with children.

Protection: In Donetsk region, 3,500 survivors will receive psychological support from mobile teams to help them cope with trauma. In addition, 300 dignity kits will be distributed to survivors of GBV, and 500 people will receive legal assistance on civil documentation, fact-finding, IDP registration and assistance, and access to social services. Financial assistance for individual protection will be provided to 300 people belonging to vulnerable groups, including the elderly, single parents, large families, IDPs and people with chronic diseases.

Education: 2,200 school kits will be distributed to school-age children in Kharkiv region to provide them with the necessary materials to continue their education, including those who are home-schooled.

Thus, in Kharkiv and Donetsk oblasts, multisectoral assistance will be provided, focused on the needs of affected people with equal access to humanitarian assistance.

The project will last for 12 months, starting from 1 June 2025, using Help’s operational expertise and the experience of implementing partners. In total, the initiative will reach over 6,900 people, addressing their immediate needs and contributing to the long-term resilience of communities in the war-affected regions.
