The Help Localisation Facility (HLF) Programme has started into the Dialogue Phase with potential partners

At the end of July, the HLF Localisation Programme entered a new phase — the Dialogue within the HLF. More than 25 organisations from different regions of Ukraine that have successfully passed the Registration and Due Diligence Phase have been invited to participate.

Until the end of August 2025, the HLF team is conducting a series of face-to-face meetings and interviews with potential partners. To effectively cover the geographical scope of the work, the process is organised in two parallel groups.

Both individual organisations and consortia are participating in the current round, applying for grant support ranging from €250,000 to €800,000.

The main tasks of the Dialogue stage are:

  • getting to know the teams of organisations directly on site;
  • joint assessment of their potential;
  • discussion of possible formats for potential further cooperation.

After this stage is complete, the selected organisations will be invited to prepare project proposals. The final decision on support will be made by the HLF Grants Committee using the principle of anonymous review of applications to ensure transparency and impartiality of the process.
