At the beginning of 2026, the selection process for potential partner organisations under the Second Call of the Help Localisation Facility (HLF) was successfully completed.
As part of the second HLF round, humanitarian organisations were selected to receive €100,000 grants for the implementation of their own humanitarian projects.
The application period ran from 17 to 25 November 2025. Organisations that successfully registered on the HLF platform underwent a mandatory due diligence process conducted by the expert team of Philanthropy in Ukraine.
In total, 303 applications were submitted by humanitarian organisations from across Ukraine during the second round of the programme.
Based on a detailed review of individual assessment reports and the final scoring, the HLF team invited 10 top-scoring organisations to proceed to the next stage of the process — the HLF Dialogue Phase.
In early February 2026, HLF teams will hold individual meetings with representatives of the invited organisations. In parallel, participants will begin preparing their project proposals.
To support potential partners during this stage, the HLF team will organise a dedicated online workshop, during which invited organisations will be able to:
1. gain a deeper understanding of the HLF project proposal development process;
2. receive clarifications on practical requirements and key timelines;
3. ask questions and receive direct answers.
