Help – Hilfe zur Selbsthilfe e.V. is a non-profit, independent humanitarian organisation founded in Germany in 1981 during the war in Afghanistan. It operates globally, providing emergency aid and sustainable reconstruction with an annual project volume exceeding 60 million euros. Help focuses on assisting people in need, primarily in Africa, Asia, and Europe. Recognised internationally, Help receives funding from national and global donors and adheres to humanitarian aid standards, ensuring transparency in fund usage and impact monitoring.

The Help Localization Facility (“HLF”) is a global programme aiming to develop, provide and manage an innovative funding instrument that will provide local organisations long-term access to high-quality, flexible funding for their humanitarian project work and organisational capacity strengthening. Additionally, the HLF will provide tailor-made support and capacity sharing to the implementing local partner organisations.

Position Overview

The HLF Communications Officer will lead communication efforts for the HLF programme in Ukraine, ensuring professional representation of its activities. This role is embedded within the HLF team and closely connected to the Help in Ukraine communications department to ensure consistent messaging. The officer will report to the HLF Programme Management and Coordination line manager in Ukraine and to the HQ Global Communications technical manager. They will work closely with HLF stakeholders while maintaining direct communication with both HQ and HLF teams.

PRIMARY RESPONSIBILITIES

Communications & Content Development

  • Gather and communicate information on HLF-funded projects, ensuring visibility and consistent messaging.
  • Plan and oversee photo/video documentation of HLF partner activities, ensuring high-quality, guideline-compliant content.
  • Plan and oversee PR activities, as well as editorial tasks for website and social media publications.
  • Support HLF partner organisations in producing communication materials, providing training and guidance as needed.
  • Ensure timely delivery of communication materials to Help HQ and the Ukraine office.
  • Prepare visibility materials and ensure compliance with branding guidelines.
  • Translate interviews and other video content into English as needed.

Partner Engagement & Capacity Development

  • Guide partners on communications procedures, ensuring adherence to Help and donor guidelines.
  • Conduct assessments of partners’ communication capabilities and provide necessary training.
  • Facilitate collaboration between HLF partners, the Help Ukraine office, and HQ communications teams.
  • Monitor partner activities, ensuring appropriate representation in communication efforts.
  • Ensure that provided funds for communications are spent according to GFFO’s, Help’s needs and meet the requirements.
  • Ensure that partners have improved knowledge in communication procedures, e.g. a dedicated understanding of the communications needs and requirements and proper documentation procedures (e.g. consent) in place.

Coordination & Oversight

  • Develop a strategic communication plan for the HLF programme and coordinate communication and visibility activities under it.
  • Brief and manage photographers/videographers for HLF project coverage.
  • Oversee content quality, ensuring all materials meet technical and storytelling standards.
  • Work closely with HQ to refine and improve communication guidelines and procedures.
  • Contribute to overall communications strategy.

Overarching tasks

  • Represent, ensure and take ownership in HLF’s communications work within Ukraine and in exchange with the HQ and Help Ukraine office.
  • Provide support for tasks and activities beyond the HLF, as needed, to meet broader organisational requirements – only after prior agreement with Team Lead Global HLF Programme, based at HQ.
  • Participate in and contribute to HLF global programme team and other staff meetings.
  • Support the facilitation of events under the HLF.
  • Other ad hoc assignments that may arise.

Required Qualifications, Skills & Values

  • Degree in PR, Communications, or a related field.
  • At least 3 years of relevant experience, preferably in the NGO sector.
  • Ideally, experience in the NGO environment and/or in working with German and international donors.
  • Strong storytelling skills and ability to evaluate professional photo/video content.
  • Proficiency in MS Office and familiarity with photo/video production tools.
  • Fluency in English and Ukrainian (written and oral).
  • Excellent communication and presentation skills. Strong interpersonal communication skills with diverse audiences from marginalised, underserved populations to high-profile professionals, and demonstrated sensitivity/awareness.
  • Problem-solving skills and stress resilience: Ability to manage multiple projects under tight deadlines.
  • Organized way of working coupled with a can do mentality and a strong team player as part of diverse teams.
  • Ability to follow-through: support the partner from the first contact until the project is closed.
  • Experience in partner collaboration, ability to build a trust-based and respectful working relationship, and capacity development is a plus.
  • Willingness to travel regularly within Ukraine.
