Help – Hilfe zur Selbsthilfe e.V. is a non-profit, independent organisation that was founded during the war in Afghanistan in 1981 and is now active worldwide. With an annual project volume of more than 60 million euros, Help provides emergency aid in the event of disasters and sustainable reconstruction for and with people in need, primarily in Africa, Asia and Europe.
As a globally operating humanitarian aid organisation, Help receives high recognition through funding from national and international donors and is committed to national and international humanitarian aid standards as well as the transparent use of funds and impact monitoring.

To support our team we are looking for a:
Finance Manager [HLF – project partner]
The Help Localization Facility (“HLF”) is a global programme aiming to develop, provide and manage an innovative financing instrument that will provide local organizations long-term access to high-quality, flexible financing for their humanitarian project work. On the other hand, our organization will provide tailor-made support and capacity-building to the implementing partner organizations. The development of this instrument should be participatory and is therefore part of the programme. The position holder will be responsible for the comprehensive financial management and monitoring of funded projects within the global programme. This includes overseeing the financial planning, controlling, and reporting for the funded projects, as well as ensuring capacity-building support for implementing partners. The position will play a crucial role in ensuring the financial integrity of the programme by setting up financial systems, maintaining compliance, and supporting partner organizations in managing their financial responsibilities.
The area of responsibility:
- Oversee financial management and controlling of global programme projects.
- Support liquidity management and budget monitoring for resource optimization.
- Develop financial forecasts and ensure adherence to project budgets.
- Build financial capacity for local partners through training and guidance.
- Establish and standardize financial systems, templates, and reporting tools.
- Ensure compliance with financial policies during project closure and reporting.
- Promote consistency and knowledge sharing in financial practices globally.
- Conduct financial analysis, spot checks, and internal audits for compliance.
- Represent the programme in strategic financial discussions and planning.
- Coordinate communication between local entities and headquarters.
- Provide support for tasks and activities beyond the HLF framework, as needed, to meet broader organizational requirements.
Convince us with:
- Vocational training or a specialized degree in Finance or Accountancy.
- Minimum 5 years of professional experience in financial management, accounting and reporting for development cooperation or humanitarian aid projects in a leadership capacity.
- Experience in the NGO environment and/or working with German and international donors is preferred.
- Comprehensive knowledge of financial standards, regulations and principles applicable to development cooperation and/or humanitarian aid projects.
- Strong skills in developing financial monitoring tools and systems.
- Fluency in English (written and oral) and Ukrainian
- Competency in MS Office and accounting software (e.g., WINPACCS).
- Strong organizational skills with the ability to prioritize tasks and work methodically
- Capable of working both independently and as part of a diverse team.
- Good presentation skills with the ability to deliver training sessions effectively.
- Strong intercultural competence.
- Willingness and availability to travel regularly.
