Help – Hilfe zur Selbsthilfe e.V. is a non-profit, independent organization that was founded during the war in Afghanistan in 1981 and is now active worldwide. With an annual project volume of more than 60 million euros, Help provides emergency aid in the event of disasters and sustainable reconstruction with and for people in need, primarily in Africa, Asia, and Europe. As a globally operating humanitarian aid organization, Help receives high recognition through funding from national and international donors and is committed to national and international humanitarian aid standards as well as the transparent use of funds and impact monitoring.
The Help Localization Facility (“HLF”) is a global programme aiming to develop, provide and manage an innovative financing instrument that will provide local organizations long-term access to high-quality, flexible financing for their humanitarian project work. Additionally, the HLF will provide tailor-made support and capacity development to the implementing local partner organizations. This position is critical to the HLF mission in engaging and learning with and from local organizations in Ukraine by fostering capacity strengthening and sharing.
Position Summary
The Capacity Sharing & Learning Officer supports local partner organizations in strengthening their internal processes, coordinating learning activities, and assisting with basic monitoring tasks within the HLF programme.
The role is primarily coordination‑focused, with practical support to partners and simple data management tasks. The officer works closely with the HLF Project Management Team in Ukraine and the Partnership Manager at HQ.
Primary Responsibilities
The duties that follow represent the primary responsibilities for this role.
Partner Capacity Strengthening Support
- Support partners in reviewing and improving basic organizational policies and procedures.
- Assist in implementing partners’ Capacity Development Plans and tracking progress.
- Provide guidance on practical steps related to institutional development, finance, HR, MEAL, or safeguarding (no deep technical consultancy expected).
- Help collect information from partners for internal reports
Coordination of Learning & Exchange Activities
- Collaborate with the HLF Partnership Manager in HQ to jointly develop and provide practical feedback on capacity sharing tools and guidance materials such as trainings, workshops or initiatives.
- Support the preparation of case studies and creation of learning resources with the HLF Partnership Manager in HQ.
- Support the organization of trainings, workshops and peer‑learning events (logistics, communication, follow‑up).
- Help prepare simple materials such as agendas, templates, or summaries.
- Maintain shared resources and learning materials.
- Support online learning platforms and shared workspaces.
Partner Communication and Coordination
- Act as a focal point for questions related to capacity strengthening and learning activities.
- Organize regular check‑ins and ensure partners are aware of timelines and deliverables.
- Gather partner feedback and communicate it to the HLF team.
Basic Monitoring & Data Support (MEAL Lite)
- Assist in collecting partner reports and indicators in TolaData or Excel.
- Consolidate simple datasets and prepare basic tables or charts (no advanced analytics required).
- Support preparation of short summaries and presentations.
- Take meeting notes and support with routine documentation tasks.
Knowledge, Skills, Values and education
- Higher education in social sciences, management, public administration, international relations or similar.
- At least 2 years of experience in project coordination, NGO work, partnerships, capacity building or MEAL support (any of these areas is acceptable).
- Experience in engaging with diverse stakeholders from local, national and/or international organisations.
- Experience with data entry or basic monitoring tools (Excel, Google Sheets, Kobo, TolaData or similar)
- Experience in communication with multiple stakeholders
- Ensure good cooperation, problem‑solving and a service‑oriented approach with partners
- Experience in communication with multiple stakeholders
- Work with partners: able to build a trust-based respectful working relationship, but able to hold discussions, and be convincing and strict, if necessary (to ensure that donor requirements are met), friendly attitude and trustworthy.
- Ideally, experience in the NGO environment and/or in working with international donors.
- Strong communication skills.
- Public speaking experience is considered an asset.
- Strong self-organization and time management skills, with the ability to take responsibility for decision-making and work autonomously.
- Languages: English: confident working level and fluency in Ukrainian.
- Participate in field visits if needed.
