Help – Hilfe zur Selbsthilfe e.V. is a non-profit, independent organisation that was founded during the war in Afghanistan in 1981 and is now active worldwide. With an annual project volume of more than 60 million euros, Help provides emergency aid in the event of disasters and sustainable reconstruction for and with people in need, primarily in Africa, Asia and Europe.

As a globally operating humanitarian aid organisation, Help receives high recognition through funding from national and international donors and is committed to national and international humanitarian aid standards as well as the transparent use of funds and impact monitoring.

To support our team, we are looking for a:

Procurement Manager [HLF – project partner]

The Help Localization Facility (“HLF”) is a global programme aiming to develop, provide and manage an innovative financing instrument that will provide local organizations long-term access to high-quality, flexible financing for their humanitarian project work. On the other hand, our organization will provide tailor-made support and capacity-building to the implementing partner organizations. The development of this instrument should be participatory and is therefore part of the programme. The position holder is responsible for the monitoring and controlling of the procurements in funded projects as well as supporting the implementation and execution of it. This includes supporting and monitoring the preparation, implementation, and documentation of procurements in the funded projects and ensuring capacity-building of implementing partners.

The area of responsibility:

  • Capacity Building for implementing partners on procurement regulations, Help standards and manuals (incl. facilitation of training(s)).
  • Clear communication of requirements and needs between local – level actors and HQ.
  • Establishment and oversight of procurement and logistics capacities for operations.
  • Harmonization of procurement procedures within the programme and funded projects.
  • Knowledge management on a regional and global scale, including hosting internal programme exchanges for procurement & logistics.
  • Partner assessments focusing on procurement & logistics.
  • Consultation with local actors on procurement and logistics procedures, regulations, etc.
  • Consulting and support for the preparation, implementation, and documentation of procurements.
  • Follow-up of procurement documentation (audit preparation & spot-checks on local level).
  • Representing Help’s interests on a regional level for procurement matters.
  • Active consulting of HQ in further development and modification of needed procedures and guidelines.
  • Promoting a collaborative and inclusive team environment, ensuring effective communication and knowledge sharing among programme staff
  • Provide support for tasks and activities beyond the HLF framework, as needed, to meet broader organizational requirements.

Convince us with:

  • Successfully completed vocational training or a specialized degree in Procurement or Logistics.
  • At least 3 years of professional experience in procurement and logistics management, including project documentation and reporting within development cooperation and/or humanitarian aid in a leading position.
  • Ideally, experience in the NGO environment and/or in working with German and international donors.
  • Strong knowledge of standards, regulations, and principles for procurement processes in development cooperation or humanitarian aid projects.
  • Fluency in English (written and oral) and Ukrainian.
  • Proficient in MS Office and other relevant software.
  • Strong organizational skills, with the ability to prioritize work and work methodically.
  • Ability to work both independently and within diverse teams.
  • Strong presentation and training skills.
  • Strong intercultural competence.
  • Willingness and availability to travel regularly
