With an annual project volume of more than 60 million euros, Help provides emergency aid in the event of disasters and sustainable reconstruction for and with people in need, primarily in Africa, Asia and Europe.

To support our team we are looking for a:

Project Management & Controlling [HLF project management]

The Help Localization Facility (“HLF”) is a global programme aiming to develop, provide and manage an innovative financing instrument that will provide local organizations long-term access to high-quality, flexible financing for their humanitarian project work. Additionally, our organization will provide tailor-made support and capacity-building to the implementing partner organizations. The position holder is responsible for the administrative and financial management of the funded, local implemented projects within the global programme in cooperation with the Programme Management & Coordination and regional and local offices and colleagues.

The area of responsibility:

  • Develop and plan humanitarian projects (PCM) with focus on administration and finances, in coordination with Programme Management & Coordination.
  • Document all administrative and financial processes for funded projects.
  • Monitor contract durations and manage contracts for funded projects.
  • Ensure accurate financial and administrative reporting for projects including consolidation of deliverables by programme coordination.
  • Manage project funds including fund calls, requests from third-party donors, administration of own funds, fund transfers to project countries, etc.
  • Conduct monthly, quarterly and annual monitoring and control of the projects using tools such as  WINPACCS.
  • Monitor and conduct preliminary audits of annual financial statements.
  • Audit project procurements to ensure compliance with external and internal guidelines and standards.
  • Foster a collaborative and inclusive team environment, promoting effective communication and knowledge sharing across programme staff.
  • Conduct assessments with potential project partners and consolidate deliverables through programme coordination.
  • Participate in business trips including controlling and training visits to supported projects and programme countries.
  • Supervise project and programme audits, and handle administrative and financial inquiries from donors and partners.
  • Provide support for tasks and activities beyond the HLF framework, as needed, to meet broader organizational requirements.

Convince us with:

  • A University degree in a relevant field such as economics, finance or business administration or completed vocational training combined with work experience.
  • Experience in international humanitarian aid or development cooperation, including dealing with relevant donors and conducting audits.
  • Knowledge of funding law, public fund management, non-profit law and compliance requirements relevant to the organization’s business areas.
  • Strong organisational skills with the ability to prioritize work effectively.
  • Ability to work in a strategic, structured and analytical manner, ability to work independently while maintaining focus on implementation and results, even under stress.
  • Experience working in international teams; strong intercultural skills and excellent communication skills;
  • Fluency in English (written and oral) and Ukrainian
  • Confidence in interacting with internal and external stakeholders,
  • Willingness and availability to travel regularly
