HLF Steering Committee Convenes for the First Time

The first meeting of the HLF Localisation Programme Steering Committee was held, an important step towards transparent and participatory decision-making, transfer of resources to local organisations and strengthening the role of civil society.

April 2025 marked an important step forward for the Help Localisation Programme (HLF): this month saw the launch of two key governance and decision-making bodies that are at the heart of its mission – the Grants Committee and the Steering Committee.

The first meeting of the HLF Steering Committee took place on 23 April 2025. For the first time, representatives of People in Need Ukraine, Christian Aid, the German Federal Foreign Office and Help – Hilfe zur Selbsthilfe gathered around the same table to lay the groundwork for further cooperation and joint decision-making with and for civil society.

Among the key topics of the meeting:

  • Clarification and improvement of the decision-making process within the Steering Committee
  • Consideration and incorporation of recommendations provided by the Grants Committee

    Together, these two bodies, the Grants Committee and the Steering Committee, form the basis for shared leadership and joint decision-making, which contributes to HLF’s main goal of transferring power and resources to local organisations and supporting tangible positive change.
