Winter Resilience: Strengthening the Resilience of Affected Communities in Kharkiv Region

For vulnerable families in the Kharkiv region, winter during the war presents an additional challenge. The ‘Winter Resilience’ project helps households prepare for the cold season, secure heating and receive the necessary support to meet their basic needs.

Objective 

To ensure timely access to adequate heating in winter and utility support for 5,825 particularly vulnerable households affected by the war, in the 21–50 km zone within the Kharkiv, Bohodukhiv, Chuhuiv and Izium districts of the Kharkiv region between September 2026 and February 2027, by providing personalised cash assistance in accordance with the Strategy for the Allocation of Funds from the Second UHF 2026 Reserve and the recommendations of the housing cluster.

Key Activities 

Provision of winter support for heating in four districts of the Kharkiv region: Bohodukhiv, Chuhuiv, Izium and Kharkiv.

Support is provided depending on the household’s heating type:

  • Cash assistance to cover utility bills (a one-off payment of 19,400 UAH) – for households with gas heating.
  • Cash assistance for the purchase of solid fuel (a one-off payment of 19,400 UAH) – for households using firewood.

People we support 

Assistance is provided to individuals and families who meet one or more of the following vulnerability criteria (as evidenced by supporting documents):

  • people with disabilities (categories 1, 2 or 3);
  • people with chronic or serious illnesses;
  • families with many children;
  • single-parent families;
  • people aged 60 and over;
  • internally displaced persons (IDPs);
  • families with children under the age of 3;
  • foster families;
  • people and families facing significant socio-economic difficulties (unemployment, loss of a breadwinner due to the war, or an inability to meet basic needs).

Total Reach

Assistance is provided to 5,825 households (9,094 people) through the local partner ‘Dobri Dii’, which coordinates activities in the Chuhuiv district, and the organisation ‘Help’ in the remaining three districts (Kharkiv, Bohodukhiv and Izium).
